If the boat is drifting or there's flow it's definitely not static , a fly angler knows this , or any one that fishes for bass in a river flow or needles , which is just a case of mending the line and keeping the lure at the required depth without pulling the lure to shore as mush as possible. It's the 'natural' way . Anglers that retrieve can add a LONG pause to there angling (with in reason of hitting a snagged bottom) to start to experience this more .

Another great video. Although you don't do bait fishing, it would be interesting to see if spinning with dead sand eels is any more effective than sand eel type lures.

You’re spot on, this setup is definitely designed for sandbanks and would be a nightmare to use over rough ground!

I remember from spearfishing that Seabass are extremely easily spooked. Sometimes they would hang in a school over a sandbank or under boat in marinas, when you move in too fast they would shot of never to be seen again. They will themselves move slowly up to a crab or fish and suddenly pounce, their prey not having moved a bit. I also observed that. So, the whole thing makes sense to me.

Yes, agreed—it’s still moving naturally with the tide. By “static” I mean the rod and reel aren’t being worked by the angler. The lure is simply drifting and moving with the current, rather than being actively retrieved or twitched.

But its not static

Most bass fishing is done from shore from rock marks rocky points or reefs.
So unless you're using a boat this video is pointless i guarantee this method will not work over shallow rough ground you will end up loosing Most your lures
